With the help of a generous donation from Mr. Greg Starling of Chesapeake, VA, the Hampton Roads Chapter has established the Richard Orrin Black Memorial Scholarship in memory of Mr. Starling's stepfather, a 1957 Naval Academy graduate and former AFCEA member. The Chapter's scholarship fund will match Mr. Starling's $1500 annual donations for the 5-year term of this scholarship program.

At April's Chapter luncheon, a $500 Science Teaching Tools Award was presented to Mr. Neil Jenkins, Advanced Placement Physics teacher at Norview High School in Portsmouth, VA. The funds will be used to replace 1970's era electronic equipment in the school's AP Physics lab.

Mr. John Gartska, Assistant Director for Concepts and Operations in the Office of Force Transformation at the Office of the Secretary of Defense spoke at the April luncheon on strategies for transformation, concepts of network centric warfare, and emerging implementation strategies for network centric warfare.
